The Murtala Muhammed Airport Terminal 2 (MMA2), located in Lagos, was commissioned in May 2007 as a modern domestic terminal to replace the old domestic wing destroyed by fire in 2000.
It was delivered under a 36-year Build-Operate-Transfer (BOT) concession between the Federal Government of Nigeria (through the Federal Airports Authority of Nigeria, FAAN) and Bi-Courtney Aviation Services Limited (BASL).
Here are the facts as relating to the PPP:
- Concession agreement signed in 2003, giving BASL responsibility for financing, constructing, operating, and maintaining the terminal.
- Total construction cost was approximately ₦35 billion, fully financed by the private partner without government capital input.
- MMA2 introduced innovations such as multi-level parking, modern boarding gates, automated check-in, and retail spaces—rare in Nigerian airports at the time.
- Revenue streams include passenger service charges, retail leasing, car parking, and advertising.
- Despite initial legal disputes over concession scope and tenure, MMA2 has operated continuously for over 17 years, maintaining high service and facility standards.
- The terminal remains a benchmark for private sector-led airport infrastructure in Nigeria, attracting over 4 million passengers annually.
